Tsukumo Nemuru Shizume

One day, nine-year old girl Miho Shinohara is given two stuffed dinosaurs by a stranger. The stuffed dinosaurs come to life and present her with a magic sketchbook and a pen. Within limits, and subject to varying degrees of control, she can draw in the sketchbook and bring the drawings to life. Miho can also transform into a teenage girl, whom she names Fancy Lala. Fancy Lala is scouted by Yumi Haneishi, the president of the talent agency Lyrical Productions, and begins the long road to stardom. Weird, tripped-out collection of one-shots. Subtly twisted, delicately detailed but with a strong line, with elongated bodies and shades of Art Deco. Somewhat reminiscent of both Gorey and Dali by way of Edvard Munch, but the style is unique and distinctive and very much the artist's own. About as far as you can get from manga and still be in the same country.

Set in a part of Tokyo that has descended into a quagmire, the story follows Unit 8 of the 5th Special Public Security Section's 3rd Mobile Assault Division, popularly called "The Eighth," who don powered armor "Willwear" exoskeletons to counter the rise in crime.
